Helen Dunn joined AECOM in December 2022 as Technical Director Natural Capital. From 2018-2022, Helen was a Director of Analysis at Simetrica-Jacobs. Helen is an experienced economist specializing in cost-benefit appraisal and approaches for measuring social value. She has significant experience from both the public and private sector in development, use and application of valuation to inform decision-making in business and government. Helen has an in-depth experience of non-market valuation approaches, wellbeing analysis linked to social outcomes, and advice on use of valuation in decision-making. Formerly, a Senior Economic Adviser at the Department for Environment, Food and Rural Affairs (Defra), Helen played a lead role in developing the approach to natural capital valuation in government. While at Defra, she was part-seconded to the Natural Capital Coalition (Capitals Coalition) in the early stage of development of the Natural Capital Protocol. During 2017-18, at Anglian Water, Helen led the societal valuation programme for the Price Review (PR19) to deliver transparent, credible values for use in business planning, and developing a systematic approach to triangulation of value evidence. Helen holds an MSc in Environment and Resource Economics with distinction from UCL and a first-class degree in Economics from the University of Bath.
